Struggle and Democratization*

Political analysts have divided between those who think democracy expresses national character (and therefore is not workable for nations that have the wrong character) and those who think that it results from constitutional craftsmanship performed by interested powerholders (and therefore popular struggle is either irrelevant to democratization or a hindrance to it). In a third view, struggle among rulers, powerful others, and ordinary people (who pay the price of political change) is crucial to democratization. European experience over the last few centuries confirms the third view. Conquest, confrontation, colonization, and revolution have played distinctive but powerful parts in the creation of Europe's democratic regimes. In different versions and combinations, similar processes continue to affect the prospects for democratization in the contemporary world.
