The beginning of the 21st century is characterised by the glory of Europe reunited and European integration. So far, the “European Social Model” - the vision of sustainably combining economic growth with social progress and restricting social inequality - has been an essential component of the European idea. Yet, since the 1990s, European welfare states increasingly have become confronted with major challenges: Globalisation, demographic developments as well as the shift from Fordism to post-Fordist production systems and towards financial market-based capitalism have induced radical changes in labour markets and imply far-reaching consequences for societies that largely rely on employment as the primary basis for social inclusion and social rights.
Although the “social dimension” of Europe is part of the self-understanding of European states, it is reflected in governance at the European level only to a small extent at best. Thus, the future character of the European Union will largely depend on the political will and ability of the member states to defend European social values and to develop common social policy goals.
Poland and Germany face similar problems and challenges to their welfare state institutions. Moreover, due to their large populations and their role as opinion leaders within the EU, both countries play an important role for the future of European integration.
The workshop covers a wide range of social problems and welfare state reform issues that both Polish and German societies have to cope with: aging populations and challenges to pension systems, unemployment, labour migration, labour market reform policies, poverty and social exclusion. This way, the organisers intend to contribute to intensifying the Polish-German dialogue as well as mutual learning processes on welfare state issues on both public and academic levels.
